About UNCDF and the LoCAL Program

UNCDF plays a unique role in the UN system, leveraging grants, loans, and guarantees to scale development impact. It focuses on financing sustainable infrastructure and services, particularly in least developed countries, to support the 2030 Agenda for Sustainable Development.

In Tanzania, UNCDF is spearheading the LoCAL program in partnership with the President’s Office for Regional Administration and Local Government (PO-RALG). After a successful pilot in the Dodoma region, the program is now expanding to 18 coastal districts and deeper into climate-sensitive sectors such as water, agriculture, fisheries, and waste management.

Duty Stations

Selected candidates will be stationed in the following districts:

  • Mpwapwa, Kondoa, Chamwino – Dodoma Region
  • Kigamboni Municipality – Dar es Salaam
  • Mafia – Pwani Region
  • Mkinga – Tanga Region
  • Mtama – Lindi Region
  • Mtwara DC – Mtwara Region

Key Responsibilities

As a Field Associate, you will play a vital role in supporting local governments with climate adaptation activities, performance-based climate resilience grants (PBCRG), and technical assistance in:

  • Climate-smart agriculture
  • Monitoring and evaluation of LoCAL field activities
  • Facilitating local climate risk assessments
  • Building capacity of local governments on inclusive and sustainable development
  • Supporting gender equality and community engagement
  • Promoting knowledge sharing and capturing lessons learned

Eligibility & Requirements

Education:

  • Secondary education required
  • A Bachelor’s degree in Social Sciences, Development Studies, Agriculture, Environment, or related fields is preferred

Experience:

  • Minimum 6 years of relevant experience with secondary education, or 3 years with a bachelor’s degree
  • At least 1 year of experience at the district level in Tanzania is mandatory
  • Practical knowledge of climate-smart agriculture in Dodoma region is an added advantage
  • Experience in monitoring and evaluation is required

Technical Skills:

  • Strong computer literacy (MS Office, internet, databases)
  • Familiarity with planning, budgeting, and community development tools

Language:

  • Proficiency in English and Kiswahili is required
