Don Bosco Networks Tanzania (DBNET) is the technical coordination unit of Don Bosco operations in Tanzania. The organization is dedicated to ensuring the quality, efficiency, and sustainability of its mission-focused programs.
DBNET implements and supports initiatives in key areas such as:
- Education (Primary, Secondary, and Technical & Vocational Education and Training – TVET)
- Youth Development Programs
- Support for Orphans and Vulnerable Children (OVC)
- Agriculture and Food Security
- Employment Facilitation through its Job Services Office (JSO)

Position: Program Officer (PO)

Position Overview
DBNET is seeking an experienced and results-driven Program Officer who will play a key role in designing, coordinating, and monitoring development projects in the Dodoma region.
The ideal candidate will have strong leadership, project management, and donor engagement skills. The Program Officer will ensure that DBNET’s projects are aligned with Don Bosco’s mission while delivering measurable impact for communities.
Key Responsibilities
Project Management & Oversight
- Lead project identification, concept note development, and proposal writing
- Align projects with national and regional development priorities
- Develop project operation plans, risk management strategies, and monitoring frameworks
- Supervise staff and consultants, ensuring quality project delivery
- Prepare progress reports for both management and donors
Stakeholder Engagement
- Build partnerships with NGOs, government bodies, and private sector actors
- Represent DBNET in key meetings, workshops, and conferences
- Work closely with partners to ensure smooth project implementation
Budgeting & Resource Management
- Collaborate with the accountant on budgeting and forecasting
- Monitor project expenditures and ensure compliance with financial policies
Monitoring & Evaluation (M&E)
- Conduct surveys, assessments, and evaluations
- Track results and adapt strategies based on data and lessons learned
Fundraising & Communication
- Support fundraising strategies and donor engagement
- Identify grant opportunities and contribute to proposals
- Document and share project success stories
Qualifications and Experience
- Bachelor’s degree in Development Studies, Project Management, Public Administration, or Social Sciences (Master’s degree preferred)
- Professional certification in Project Management (PMP) is an added advantage
- At least 8 years of progressive experience in project and program management in the NGO or development sector
- Proven skills in budgeting, grant writing, stakeholder engagement, and team leadership
- Strong knowledge of Tanzania’s development context
- Experience working with international donors and multi-sectoral projects

- Excellent written and spoken communication (English & Swahili)
- Proficiency in financial management and M&E
- Analytical thinking and problem-solving skills
- Ability to work under pressure and meet deadlines
