This consultancy will focus on assessing Tanzania’s capacity in quantification practices—a key component of supply chain management for reproductive health (RH) and maternal health commodities.
Why This Role Matters
Tanzania faces unique supply chain challenges due to its geography, economic context, and healthcare needs. With the phasing out of USAID support for quantification tools and the current reliance on Excel-based systems in Zanzibar, there is a risk of supply disruptions.
By conducting this assessment, the consultant will:
- Identify gaps in data, tools, and human resources
- Evaluate quantification practices for RH/NLU (New and Lesser Used) commodities
- Recommend tools, frameworks, and strategies for sustainable supply chain management
The findings will strengthen UNFPA’s regional and global efforts to ensure reliable access to reproductive health supplies.
Key Responsibilities
The consultant will lead a comprehensive Quantification Capacity Assessment, which includes:
- In-Country Assessment using UNFPA Methodology
- Conduct stakeholder interviews (government, NGOs, healthcare professionals, logistics staff).
- Analyze data, reports, and supply chain documentation.
- Draft Final Report with Findings
- Highlight strengths, weaknesses, opportunities, and threats.
- Provide actionable, data-driven recommendations.
- Dissemination of Results
- Present findings to national stakeholders, UNFPA offices, and partners.
- Contribute to global knowledge sharing on best practices.
- Feedback and Continuous Learning
- Offer insights to improve UNFPA’s methodology.
- Provide direct feedback to stakeholders to strengthen local systems.

Qualifications and Experience
Education:
- Master’s degree in Supply Chain Management, Public Health, Procurement, Logistics, Pharmacy, or related fields.
- Additional qualifications in health systems management, regulatory sciences, or policy are an advantage.
Experience:
- Minimum of 5 years of progressive professional experience in supply chain management.
- Strong analytical, communication, and report-writing skills.
- Experience in reproductive health or humanitarian supply chain systems preferred.
Languages:
- Fluency in English (required)
- Knowledge of Swahili (an advantage)
