The Ministry, in collaboration with the World Wildlife Fund (WWF), is implementing a five-year project titled “Food Systems, Land Use, and Restoration in Tanzania’s Forest Landscapes.” This initiative is part of the global GEF Food Systems, Land Use and Restoration (FOLUR) Impact Program, designed to tackle deforestation, ecosystem degradation, and unsustainable farming practices across Tanzania.
About the Project
The project focuses on addressing the degradation of Tanzania’s forests, wetlands, and biodiversity, caused mainly by expanding agricultural activities—especially rice farming. Although Tanzania has become the second-largest rice producer in Southeast Africa, challenges such as low yields, small-scale production, poor post-harvest handling, and weak transport networks continue to impact sustainability and economic growth.
To solve these challenges, the project targets two key rice landscapes:
- Kilombero Valley (Mainland Tanzania)
- North Unguja (Zanzibar)

1. Gender and Safeguards Specialist
Location: Dodoma, Tanzania
Duration: 1 year
Reports to: Project Coordinator, Tanzania Food Systems, Land Use, and Restoration Project
Main Purpose
This role ensures gender equality, inclusion, and environmental safeguards across all project components. The specialist will lead the implementation of the Gender Action Plan (GAP), Stakeholder Engagement Plan (SEP), and Environmental and Social Management Framework (ESMF).
Key Responsibilities
- Ensure environmental and social safeguards are included in all project contracts and bidding documents.
- Develop and monitor site-specific Environmental and Social Management Plans (ESMPs).
- Provide training to project teams on gender, inclusion, and safeguard standards.
- Support the establishment of Grievance Redress Mechanisms (GRM) in project areas.
- Lead gender mainstreaming initiatives and ensure participation of women, youth, and marginalized groups.
- Monitor and report on gender and social inclusion outcomes across all project components.
Qualifications
- Minimum of 7 years of experience in gender mainstreaming or social safeguards.
- Postgraduate degree in Gender Studies, Social Sciences, Community Development, or related field.
- Experience with GEF Projects or WWF programs is an added advantage.
- Strong communication skills in English and Kiswahili.
2. Sustainable Food Systems Specialist (Rice Sector Development)
Location: Dodoma, Tanzania
Duration: 1 year, renewable up to 4 years
Reports to: Project Coordinator, Tanzania Food Systems, Land Use and Restoration Project
Main Purpose
This position will lead Component 2 of the project — developing sustainable and socially inclusive rice value chains in Tanzania. The role focuses on strengthening governance, policy frameworks, and market mechanisms for sustainable rice production.
Key Responsibilities
- Develop a national policy paper on land tenure and water governance for rice sector sustainability.
- Lead the design of sustainable value chain development plans for rice production.
- Promote public-private partnerships and investments in sustainable rice systems.
- Oversee capacity-building programs and training for rice farmers and cooperatives.
- Conduct field missions to monitor and guide landscape-level implementation.
- Prepare technical inputs for project progress and performance reports.
Qualifications
- Minimum of 7 years experience in Sustainable Food Systems or Rice Sector Development.
- Postgraduate degree in Agriculture, Natural Resource Management, or related field.
- Proven record in multi-stakeholder project management.
- Familiarity with GEF/WWF standards and sustainability frameworks.
