This role places the postholder at the heart of FCDO Tanzania’s engagement with the Government of Tanzania (GoT), ensuring stronger governance for improved service delivery.
Key Roles and Responsibilities
1. Public Sector Reform Engagement (20%)
- Lead FCDO’s advocacy on public sector reform.
- Represent FCDO in national dialogues with government and development partners.
- Influence policy and ensure investments achieve maximum impact.
2. Governance in Sector Programmes (20%)
- Work with Human Development and Sustainable Growth Teams.
- Identify governance bottlenecks in government service delivery.
- Strengthen institutional understanding at both national and local levels.
3. Systems Strengthening Programme Development (20%)
- Shape future BHC approaches to public finance and decentralization.
- Support programme design, implementation, and monitoring.
4. Public Finance Management (PFM) Leadership (30%)
- Act as Programme Responsible Owner (PRO) for the Strengthening Public Finance Programme (SPFMP).
- Provide advisory and technical support on PFM workstreams.
- Lead engagement at the Development Partners Group on Tax and Public Finance.
- Use research and diagnostics to guide evidence-based policy.
5. Political and Governance Team Contribution (10%)
- Collaborate across the BHC and with UK colleagues.
- Contribute to political economy analysis and cross-office political tracking.
Essential Qualifications and Experience
- Strong experience in public sector reform and working with government systems.
- Ability to apply political analysis in governance work.
- Proven collaborative and team-working skills.
Desirable Skills
- Understanding of Tanzanian government structures, rules, and regulations.
