Job Opportunity: Head of Procurement Management Unit (Transfer Vacancy)

Key Role Summary
As the Head of the Procurement Management Unit, you will play a pivotal role in shaping and executing the Institute’s procurement strategy. Reporting directly to the Chief Executive Officer, you will lead the end-to-end procurement process—ensuring efficiency, transparency, compliance, and value for money.
This role is crucial for maintaining strong supplier relationships, managing procurement risk, and ensuring the successful acquisition and disposal of goods and services in alignment with national laws and institutional goals.
Core Responsibilities
- Develop and implement the annual procurement plan.
- Oversee tendering processes in line with national regulations and internal guidelines.
- Draft and manage procurement contracts with a focus on compliance and value optimization.
- Cultivate productive partnerships with suppliers and vendors.
- Provide procurement guidance to various departments within the Institute.
- Advise the CEO on strategic procurement and inventory management issues.
- Lead the disposal of assets in accordance with legal and institutional procedures.
- Ensure full compliance with Tanzanian procurement laws and frameworks.
- Serve as the primary liaison with key authorities, including the Public Procurement Regulatory Authority (PPRA).
Required Qualifications and Experience
- Current Public Servant: Applicants must be employed within a government ministry, department, or agency.
- Educational Background: Master’s degree in Procurement and Supplies Management, Material Management, or Business Administration (Procurement/Logistics) from a recognized institution.
- Professional Certification: Certified Procurement and Supplies Professional (CPSP) or equivalent; registered by PSPTB as an Authorised Professional.
- Work Experience: Minimum of 10 years’ relevant experience, including at least 5 years at a senior level in public procurement.
- Languages: Proficient in both English and Kiswahili.
