Position: Human Resource Officer (HRO) – P1
Ref: LVFO/HR/2025/02
Reports to: Director Finance and Administration
Supervises: Administrative Support Staff
Department: Finance and Administration
Purpose of the Role
The Human Resource Officer is responsible for designing, implementing, and monitoring HR strategies and administrative systems that align with LVFO’s strategic goals. The position ensures compliance with labor laws, promotes a positive organizational culture, and creates a productive work environment to support the organization’s success.
Key Responsibilities
- Develop and execute HR strategies and annual work plans.
- Create and implement HR policies and procedures.
- Oversee talent acquisition, retention, workforce planning, and separation processes.
- Manage confidential staff records securely and ensure easy retrieval.
- Lead compensation, benefits, rewards, and performance appraisal systems.
- Coordinate staff induction, training, and capacity-building initiatives.
- Advise management and staff on HR and administrative matters.
- Handle staff recruitment processes in line with best practices.
- Maintain a database of job descriptions, skills inventories, and applications.
- Develop internal systems for performance monitoring and evaluation.
- Manage protocol services for VIPs and visitors.
- Ensure compliance with HR policies and employment laws.
- Promote positive employee relations and corporate culture.
- Manage HR department budget and progress reporting.
- Oversee office facilities, fleet management, office consumables, and security.
Qualifications & Experience
Education:
- Bachelor’s degree in HR Management, Business Administration, Organizational Development, Social Sciences, or related field.
- Postgraduate Diploma in HR Management (an added advantage).
- CIPD or other relevant HR professional certifications are preferred.
Experience:
- Minimum of 5 years of senior-level HR management experience.
- Experience in general administration is an added advantage.
Key Skills:
- Strong leadership and communication skills.
- Analytical thinking and decision-making.
- Excellent planning and interpersonal abilities.
- Proficiency in English (Swahili is a plus).
- Solid IT and reporting skills.

Department: Executive Secretary’s Office
Purpose of the Role
The Procurement Officer ensures efficient procurement and disposal of assets while guaranteeing timely service delivery, cost-effectiveness, and legal compliance. This role is central to supporting LVFO’s operations and delivering value for money.
Key Responsibilities
- Develop and implement the annual procurement plan.
- Monitor procurement and asset disposal in compliance with regulations.
- Collaborate with suppliers, internal departments, and logistics providers.
- Manage procurement risks and recommend improvements.
- Monitor and evaluate supplier performance.
- Ensure timely preparation and issuance of contracts and LPOs.
- Maintain procurement records and documentation.
- Support preparation of specifications, BoQs, and ToRs.
- Coordinate logistics and ensure smooth goods distribution.
Qualifications & Experience
Education:
- Bachelor’s degree in Procurement, Supply Chain Management, Commerce, or Business Administration.
- Professional certifications (e.g., CIPS, NEVI) are required.
- Membership in a recognized procurement professional body is an advantage.
Experience:
- Minimum of 5 years’ relevant procurement experience.
- Experience with donor-funded project procurement is preferred.
Key Skills:
- Proficiency in procurement systems (e.g., SAP, Oracle, SUN).
- Strong analytical, negotiation, and communication skills.
- Familiarity with international shipping and customs procedures.
- High integrity, innovation, and professionalism.
