Job Summary

The MEL Manager will be responsible for designing, implementing, and overseeing Water Mission’s monitoring, evaluation, and learning strategy in Tanzania.

  • Location: Dodoma, Tanzania (with travel to Dar es Salaam and Kasulu)
  • Reports to: Country Director (Tanzania), with dotted-line reporting to the MEL team in Charleston, USA
  • Employment Type: Full-Time

The role will ensure accurate performance measurement, strengthen learning systems, and support continuous program improvement. The MEL Manager will also supervise a team of Monitoring and Evaluation Officers.

Key Responsibilities

1. Mission-Driven Leadership

  • Model Christian servant leadership and uphold Water Mission’s values.
  • Encourage team members to grow in their faith and servant leadership.
  • Actively participate in devotions and organizational worship activities.

2. Monitoring & Evaluation System Design

  • Develop and oversee performance monitoring frameworks, logical frameworks, and data collection tools.
  • Lead evaluation studies, assessments, and learning reviews.
  • Ensure adequate budgeting for MEL activities.

3. Data Collection, Compliance & Quality Assurance

  • Oversee reliable and timely data collection across all projects.
  • Conduct data verification and quality audits.
  • Train staff on data management, storage, and reporting.

4. Data Analysis & Visualization

  • Apply statistical and analytical methods to assess project outcomes.
  • Produce user-friendly reports, infographics, and dashboards.
  • Provide actionable insights for program design and decision-making.

5. Reporting & Knowledge Sharing

  • Prepare and disseminate performance reports for internal and external stakeholders.
  • Organize reflection and learning sessions for continuous improvement.
  • Represent Water Mission in professional networks, conferences, and meetings.

Qualifications and Experience

  • Education: Master’s degree in Demography, Statistics, Public Health, Environmental Health, or related field (or equivalent experience).
  • Experience: Minimum of 3–5 years in program monitoring, evaluation, and learning, including:
    • Designing M&E frameworks and theories of change
    • Conducting baseline and endline studies
    • Managing mixed-methods research
    • Facilitating learning and adaptation processes
  • Technical Skills:
    • Proficiency in data analysis tools such as Power BI, R, Tableau, SQL, SPSS, Stata, or Python.
    • Strong ability to visualize data for multiple audiences.
    • Advanced knowledge of Excel and other statistical software.
  • Additional Requirements:
    • Strong written and verbal communication skills in English.
    • Willingness to travel up to 20 weeks per year across challenging terrain.
    • Legal authorization to work in Tanzania without sponsorship.
    • Alignment with Water Mission’s Christian values and Statement of Faith.
