Since its founding in 1983, HJF has served as a vital link between the military medical community and federal as well as private partners. Today, HJFMRI Tanzania continues this mission by advancing public health initiatives, supporting scientific research, and improving healthcare outcomes for both military and civilian communities.
Key Responsibilities
As Program Director, SHL, you will play a crucial role in driving program strategy, ensuring compliance, and leading multidisciplinary teams to deliver measurable impact.
Leadership & Management
- Oversee the day-to-day technical implementation of the PEPFAR SHL HIV Program in Tanzania.
- Mentor, guide, and train Regional Program Managers and Senior Technical Advisors across multiple health disciplines.
- Develop response strategies to program challenges and audit findings.
Strategy & Policy Development
- Direct the creation of annual work plans and budgets aligned with the Country Operational Plan (COP).
- Promote data-driven decision-making across programs and partnerships.
Program Implementation
- Ensure compliance with Tanzania Ministry of Health guidelines, HJF policies, SOPs, and USG regulations.
- Represent HJFMRI Tanzania in high-level engagements with government, donors, and partners.
- Oversee program finances, budget monitoring, and donor reporting.
Monitoring & Evaluation
- Work with the PQME Director to ensure timely and quality reporting.
- Lead surveys, assessments, and learning approaches to improve program outcomes.
Networking & Relationship Building
- Strengthen partnerships with government stakeholders, NGOs, and international donors.
- Foster collaboration with internal and external teams to maximize impact.
Work Health, Security & Safety
- Ensure safe and compliant program operations.
- Report and manage workplace health and security matters responsibly.
Qualifications
Education & Experience:
- Doctor of Medicine (MD) with a Master’s in Public Health, Health Economics, Health Policy, or related field.
- Minimum 10 years of experience managing complex health projects in Africa, including at least 6 years in senior leadership.
- Proven experience managing large USG-funded health programs (DoD, USAID, CDC).
Skills & Abilities:
- Strong expertise in program design, proposal development, and donor compliance.
- Excellent leadership, mentorship, and team management skills.
- Knowledge of Tanzanian health systems and community-level challenges.
- Strong analytical, strategic, and organizational skills.
- Fluent in English and Swahili with advanced computer literacy.
Supervisory Responsibilities
The Program Director will have direct authority over hiring decisions, performance management, and staff development.
Work Environment
- Primarily office-based with frequent travel across Tanzania.
